Our penny pinching council have brought in a rule that you can only put out 3 black bin bags per collection.

I always put out just 1 bag, but this morning, I found 2 extra bags had been put outside my house, presumably by a neighbour hoping to free-ride on my allowance!

The night before the next collection I'll be on watch to find out who it is :happyhedgehog:

Yes, that is a bit rude. But I have to admit at peak leaf-fall when our green bin was crammed full I checked a couple of near neighbours' green bins and one was only half full so it was very tempting to shove some surplus leaves in there. :evil2:

And what will you do should you see them placing their bags with yours? Knock on the window? Go out and confront them? Ignore it but keep a note of who it is for future reference? :scared:

I haven't decided yet. Probably just note who it is, then report them for fly tipping.

The council are being really dynamic about this. They've prepared an action plan for next Thursday, to catch the perpetrator :box:
